AACON delivered a comprehensive Design-Build renovation for the Sexual Assault Prevention and Response (SAPR) facility at Offutt Air Force Base, transforming 5,800 square feet of occupied administrative and secure space. The project required complex, multi-phased construction within an active, mission-critical environment, ensuring base operations continued without disruption. Scope of work included architectural design, selective demolition, asbestos abatement, new framing, electrical and lighting upgrades, HVAC rework, plumbing, millwork, flooring, ceiling installation, painting, and soundproofing. The renovation produced 13 new offices, two common areas, two kitchenettes, and a Sensitive Compartmented Information Facility (SCIF) meeting room, with all SCIF work completed after hours to meet Air Force security protocols.

AACON implemented a three-phase construction plan to maintain operational continuity—relocating personnel, completing selective demolition, and renovating office and common areas in sequential phases. This approach minimized downtime while accommodating evolving design revisions approved during construction. Close coordination with PM Architects, the Contracting Officer’s Representative, and base stakeholders ensured smooth execution despite schedule challenges and material delays. AACON’s proactive communication and real-time coordination across trades allowed for design changes and expanded scope without compromising quality or schedule.

When unforeseen conditions such as additional asbestos removal and delayed millwork deliveries occurred, AACON collaborated with the government to achieve substantial completion, enabling staff occupancy while final finishes were installed. Through diligent planning, quality control, and adaptive phasing, AACON met every operational and safety requirement.

As a contract holder under Offutt AFB’s IDIQ program (FA460023F0148), AACON has completed more than 20 projects at the installation, earning a strong reputation for reliability, security compliance, and mission support. Building on this success, AACON was awarded a $317,856 sole-source follow-on contract in September 2025 to expand the SAPR facility, reinforcing the company’s trusted partnership with the 55th Civil Engineer Squadron.

AACON self-performed 26% of this project’s work, including project management, supervision, quality control, demolition, carpentry, cabinetry installation, light electrical work, acoustical ceilings, door frame installation, painting, and finishing. The SAPR renovation showcases AACON’s ability to deliver secure, high-quality interior construction within sensitive federal facilities while maintaining uninterrupted operations and exceeding client expectations.
