The U.S. Department of Agriculture (USDA) Forest Service awarded Warm Springs Construction Enterprise, a Tribal 8(a) firm, the NFSR 300 Roadway Rehabilitation and Paving project located within the Apache-Sitgreaves National Forest, Black Mesa Ranger District, near Springerville, Arizona. AACON General Contractors served as the first-tier construction management subcontractor and was responsible for managing and executing all daily field operations across the 9.3-mile federally managed roadway.

Site Preparation: Prior to construction, AACON coordinated comprehensive mobilization and logistical planning for this remote forest site, which was accessible only by unimproved forest roads. Temporary laydown and staging areas were established at multiple access points along the 9-mile corridor to support delivery of aggregate, asphalt, and heavy equipment. The project team implemented erosion and sediment control measures, established traffic control plans, and sequenced phased construction zones to maintain limited public and Forest Service access throughout the duration of work.

Work Features: AACON managed the full-depth reconstruction and paving of approximately 9.3 miles (49,000 LF) of Forest Service Road 300. Construction was completed in phased segments to maintain operational access for Forest Service personnel and recreational users. Primary work included removal and windrowing of roughly four inches of existing roadway surface for reuse as shoulder blend material; installation of an eight-inch compacted aggregate base layer graded and crowned to meet cross-slope tolerances; and placement of a five-inch asphalt surface course, applied in two lifts and verified by third-party compaction testing. Additional activities included erosion control, ditch grading, and final pavement striping and markings per Forest Service standards.

In addition to the roadway reconstruction, AACON completed a contract modification to restore water service to the Chevlon Ranger Station. The modification included removal of a failed submersible pump, verification of system depth, installation of a new 7.5 HP, 25 GPM pump assembly with 60 linear feet of 2-inch vertical piping, and electrical reprogramming of the pump control drive to overcome a 130-foot elevation differential between the well and elevated water tank.
