AACON General Contractors was awarded the Green Lake National Fish Hatchery Access Road and Parking Rehabilitation Project by the U.S. Fish and Wildlife Service. The project’s primary objective was to restore deteriorated asphalt pavements, improve drainage performance, and enhance vehicular safety and circulation throughout the federal hatchery campus in Ellsworth, Maine.
AACON’s work included removing and reconstructing roughly 3,600 square yards of roadway and parking areas with a new section consisting of a 6" compacted gravel base, 3" HMA binder, and 2" HMA surface course. The team also installed two precast catch basins (CB1 and CB2), 120 linear feet of underdrain piping, regraded ditches, cleaned existing culverts, and reset granite curbing to restore drainage and edge definition.
Construction was completed in two phases to accommodate seasonal weather. The fall 2024 phase included demolition, drainage installation, and partial binder paving prior to winter shutdown, while the spring–summer 2025 phase included full paving, line striping, signage, and turf restoration. A bilateral modification (P00001) added CB2 and its associated drainage system after an unforeseen field condition was identified, and a no-cost time extension moved completion to July 31, 2025.
AACON implemented full safety controls with signage, cones, and barriers to maintain safe traffic flow and access for hatchery staff and visitors, achieving zero incidents throughout construction. Despite winter shutdowns and unexpected drainage issues, AACON coordinated closely with the government’s A/E team to resolve challenges quickly, maintain progress, and deliver the project on schedule. The completed work provided durable, well-drained roadways and parking areas, improving functionality and long-term operations at the active federal hatchery.
