AACON General Contractors was awarded a firm-fixed-price contract to repave the West and East parking lots at the Montgomery VA Regional Office (VARO). The project focused on replacing deteriorated asphalt, improving stormwater drainage, and restoring pavement markings and site elements to meet ADA and VA Barrier Free Design standards. All work was performed on an active federal campus, requiring coordinated phasing, continuous pedestrian access, and strict safety controls.
AACON executed approximately 99,600 SF of demolition, repaving, and restriping across five phased sections to maintain uninterrupted access for VA staff and visitors. Work included full-depth asphalt replacement, subsurface grading repairs, installation of new concrete curb and gutter, ADA-compliant sidewalks and ramps, and thermoplastic striping. Joint sealants, wheel stops, and signage were installed per VA specifications to enhance safety and accessibility.
During final striping layout, unforeseen site conditions revealed inadequate stormwater flow in the East Lot. AACON collaborated with the VA COR to develop a revised drainage solution involving new trench drains, HDPE storm pipe, and tie-ins to existing inlets. This corrective work was formalized in COR #1, followed by a 92-day contract extension under Modification P00002 to accommodate weather delays and revised scope.
Maintaining operations on an active federal facility, AACON implemented comprehensive temporary traffic control measures, ADA-compliant pedestrian pathways, high-visibility detour signage, and daily coordination with the VA Safety Office. All work zones were safely isolated from public areas, and access routes were adjusted in real time to support daily VA operations.
Through proactive field management, responsive communication, and precise phasing, AACON delivered critical site improvements while maintaining a 100% safety record and zero operational disruptions. The completed work restored full functionality, improved drainage performance, and ensured long-term ADA accessibility for the Montgomery VARO campus.
